Zelensky taps spy chief to lead presidential office

Ukrainian President Volodymyr Zelensky has appointed Kyrylo Budanov, the head of military intelligence, as his new chief of staff, replacing Andriy Yermak amid an ongoing corruption investigation.

Security focus cited in leadership shift

In a social media post on Friday, Zelensky stated that Ukraine requires a stronger emphasis on security matters, defense development, and diplomatic negotiations. He described Budanov, 39, as possessing the necessary expertise and resilience to deliver results in these areas.

Zelensky also revealed that Budanov has been tasked with updating and presenting key documents outlining Ukraine's strategic defense foundations.

Budanov's background and Yermak's departure

Budanov previously led the Main Directorate of Intelligence (HUR), where he oversaw operations credited with highly effective strikes against Russian forces. His predecessor, Andriy Yermak, 54, resigned on November 28 following a raid on his Kyiv residence by anti-corruption agencies.

While Yermak faces no formal accusations, his exit is viewed as a significant setback for Zelensky. Yermak had wielded substantial political influence since Russia's full-scale invasion in 2022 and led Ukraine's negotiating team in critical discussions with the U.S.

Corruption scandal shakes Ukraine's leadership

Yermak's resignation followed a broader corruption probe that has implicated several high-profile figures in an alleged $100 million embezzlement scheme within the energy sector. Investigators claim the scheme involved kickbacks and manipulation of state-owned entities, including the nuclear energy firm Enerhoatom.

The scandal has undermined Zelensky's standing and complicated Ukraine's diplomatic efforts at a pivotal moment. Kyiv, supported by European allies, is pushing to renegotiate terms of a U.S.-led peace plan initially perceived as favoring Russia.

Russia exploits corruption allegations

Russian officials have seized on the scandal, amplifying corruption claims to weaken Ukraine's international position. The timing of the leadership change coincides with heightened tensions over peace negotiations and military strategy.
