Mayor admits to offensive remarks amid harassment claims

Yokohama Mayor Takeharu Yamanaka has issued a public apology after a senior city official accused him of using derogatory language toward colleagues, including terms like "idiot" and "human scum."

Public accusation by human resources chief

Jun Kubota, Yokohama's human resources director, held a press conference alleging that Yamanaka had repeatedly made offensive remarks about staff, including calling them "useless," "silly," and "low-spec."

Kubota also accused the mayor of commenting on colleagues' appearances and comparing them to animals. In one instance, Yamanaka allegedly told Kubota he would have to "commit seppuku"-a reference to ritual suicide-if he failed to secure an international conference bid.

The public confrontation is rare in Japan, where serving officials typically avoid openly criticising elected leaders.

Mayor's shifting response

Yamanaka initially denied the allegations in a statement on his personal website. However, on Friday, he acknowledged using phrases like "idiot" and "human scum" during discussions about personnel evaluations.

"I want to frankly apologise for placing a psychological burden on the personnel director. I am reflecting on this. I will be more careful with my words and behaviour."

Despite the apology, Yamanaka denied other accusations, including insulting colleagues' appearances.

Call for investigation and lingering tensions

The mayor said an internal investigation was being considered under the supervision of the deputy mayor, adding that he would cooperate "sincerely" if one proceeds.

Kubota, however, rejected Yamanaka's partial apology, stating: "The mayor doesn't understand anything. I cannot accept that as an apology. I want him to change."

The dispute has raised concerns about workplace culture in Yokohama's municipal government, with Kubota demanding a full inquiry into the allegations.
