Israeli Human Rights Group Reports 94 Palestinian Deaths in Custody Since 2023

A new report by Physicians for Human Rights Israel (PHRI) claims at least 94 Palestinian prisoners and detainees have died in Israeli custody between 7 October 2023 and 31 August 2025, alleging a pattern of "systematic killings and cover-ups."

The figure marks a sharp increase compared to the previous decade, when fewer than 30 such deaths were recorded, according to the report. The Israel Prison Service (IPS) denied the allegations, stating it operates "in accordance with the law" and ensures detainees receive medical care and humane treatment.

Allegations of Torture and Medical Neglect

PHRI's findings, drawn from official records, forensic reports, and detainee testimonies, accuse Israeli authorities of physical violence, medical neglect, and forced disappearances since the start of the Gaza conflict. The report highlights that 52 deaths occurred in military prisons, while 42 took place in civilian jails under the IPS.

The highest death toll-29 fatalities-was documented at Sde Teiman military prison in southern Israel, near Gaza. In one case, five Israeli reservist soldiers face charges of aggravated abuse after a Palestinian detainee was allegedly beaten and stabbed in July 2024. Footage reportedly shows soldiers isolating the prisoner before the assault. The accused soldiers deny the charges.

Policy Changes Under National Security Minister Itamar Ben-Gvir

The report criticizes Itamar Ben-Gvir, Israel's right-wing national security minister, for overseeing policies that allegedly turned detention facilities into "sites of torture and abuse." PHRI claims daily violence and rights deprivations have become routine, contributing to dozens of deaths.

Since the war began, Israeli authorities have blocked Red Cross access to detention centers and withheld information about Palestinian detainees. Families of the deceased often remain uninformed, and post-mortem examinations are frequently denied, the report states.

Israeli Authorities Deny Wrongdoing

The IPS rejected PHRI's claims, asserting that all deaths in custody are investigated and referred to relevant authorities. It cited "privacy, security, and legal limitations" for not disclosing statistical or individual case details.

The Israel Defense Forces (IDF) maintained that detentions comply with Israeli and international law, including the Geneva Conventions. It acknowledged some detainees died due to pre-existing conditions or injuries but stated each case is examined by military police.

Broader Context: Mass Detentions and Legal Scrutiny

Thousands of Palestinians have been detained in Gaza and the West Bank since October 2023, many without charge. PHRI warns the actual death toll may exceed documented cases due to restricted access and opaque detention practices.

The report also condemns the lack of prosecutions against prison staff and soldiers implicated in abuses, calling it a violation of international law. It describes a policy of "forced disappearance," where detainees are held without family notification or legal recourse.

"Every death in IPS custody is examined in accordance with established procedures and referred to the competent authorities as required."
