Spokeswoman Heather Brent called the violence "unfathomable" and emphasized the investigation is active. "Early indications suggest this may be a targeted incident," she said, noting all possibilities are under review.

Stockton Mayor Christina Fugazi condemned the shooting as "unacceptable," highlighting the emotional toll on families. "They should be together celebrating, not at hospitals praying for survival," she said in a statement.
